What Causes Rashes On The Lower Leg?

hello, i have recently developed a bruise-like rish on my lower leg. i was told that it was a bite so started to use an insect bite cream, but the cream doesn't seem to be working and it is just staying the same. also, as a child, i suffered from 'low platelets' and was hospitalised because of this. thankyou.
