What Causes Rashes On Wrists, Stomach And Underarms?

My daughter developed a rash on the top of her wrist which seems to itch but only sometimes. I then noticed the same rash around her belly button and now under one armpit. Doctor gave me some liquid claritin and triamcinolone topical cream. it is so strange to me that it would be in such random places. Could it be allergies? Eczema? Are these common sites for such skin problems? Thank you.
