What Causes Rashes Under Eyes,on Tip Of Tongue And Outside Of Tongue?

3 year old- On Thursday, began with diarreah for 2 days. @ 3 days later fever 101-103. Not able to lower fever with tylenol, got fever to 100 with advil. Looks like little, flat red splotches under eyes since yesterday. Red splotch on tip of tongue and around outside of tongue, white (NOT PUSS) down middle of tongue.
