What Causes Rashes With Grey Lumps On The Upper Arms?

My niece has a rash on both her upper arms that consists of grey small bumps. She says it has been like that off and on for a couple months. It is not painful, small itching. It seems to be in the area where she previously had a very bad sunburn. Should she be looked at by a dermatologist?
