What Causes Recurring Headaches?

Hi sir.. my father in law is experiencing constant headaches for over a months now.. just last week he said it was the worsts.. he have been to several doctors and ample tests and medications were prescribed and he have taken, but still remains and getting worse. last week his eye sites and eyes were already affected.. what is the probable cause and best thing to do? thank you..
