What Causes Recurring Itchy, Black And Shiny Mole On Arm?

Itchy mole on arm. Had the same appearance in same spot a month ago. Looked like a blood blister. It went away. It is back now. It's itchy. It is symmetrical, slightly oval. It is much smaller than an eraser. What is concerning to me is that it is black, and shiny.
