What Causes Recurring Itchy Rash Behind The Thigh Of A Child?

My 9 year old daughter is having a big patch of itchy rash behind her left thigh (area which touches the potty seat), she was prescribed momate f cream, Xyzal 1tsp at bedtime and emoderm cream. The rash disappeared completely after 1 week, but it keeps coming back. We stay in bangalore, The rash went off by itself when we went to cochin for a week- where there is high humidity.
