What Causes Recurring Pimples On The Site Where Oral Hpv Wart Was Removed?

I had a oral hpv wart removed last year came back benign and hiv negative... Every now and then on same place where it removed on soft palate , I will get a small little pimple that resolves,itself,in about two days until I get congested and it re appears... Seems to show during meal times if it chooses too. Otherwise healthy.... ENT says not to worry?.
