What Causes Recurring Rashes On The Abdomen?

I was wondering if you have any suggestions for a rash that keeps appearing under my tummy. I'm 68....I weigh 123...I'm 5'2. This tummy crease appeared after one of my operations and I've fought with this ever since..........can you give me some direction on what I can do?
