What Causes Recurring White Flakes On Eye Lids?

For over a year ..on my eyelid. brow area I get what looks like salt..they kind of look like white flake and I even want to say grains of salt. I have tasted them and it s salty. I have tried different face creams and even different make ups. I will shower clean my face and apply make up and an hour later my eyebrow and eyelid will feel rough like if I have dirt and also some white grains. What is it
