What Causes Red/black Dots On Legs?

I have red/ black dots on my legs and I dont think its from shaving because I usually dont shave my legs I use hair remover cream but sometimes when I squeeze these dots a little tiny hair comes out like a ingrown hair or something they are like all over my legs mostly around my thighs
