What Causes Red Blisters On Lower Lips?

Hi my daughter is and a half and she has red blotchy pin prick sized blood covering the inside of of my daughters bottom lip ive looked at her throat and rest of her mouth and she doesn't have them any where else they kind of look like a rash, I have found no answers online can you help?
