What Causes Red Blotches On Arms?

The skin on my arms is blotchy and kind of redish. It stops right at my shoulders. I had a steroid shot a month ago (for a different reason) and the blotchyness went away for a day or two then came right back. Sometimes its worse then others and doesn't itch.
