What Causes Red Blotches On The Hand?

My uncle, 84 next month, has ever increasing dark red blotches on the back of his hand. Rate of growth: saturday I notice perhaps one blotch roughly 1cm diameter, today that has grown to 2cm plus other smaller blotches. Does this need further investigation? Many thanks
