What Causes Red Bruises On The Skin?

My mum is 85 years old.Today her blood tests are not in range.Blood Urea Nitrogen=43 mg/gl;serum creatinine=1.7 mg/dl;esr=44 /1sthour;platlet count 140000/cu.mm;prthombun time inr=1.6
She has a missing heart beat and her inr shoule be at 2.5 to 3.5.At present she has red bruises on hae skin suddenly which comes if inr is above 4.
