What Causes Red Bumps And Rashes On Legs?

I think my daughter has a heat rash. She played 7 games of basketball in a building with no air conditioning and very little fan breeze. She uses flex all on her knees when they are hurting and she applied some after one of her games. Now, she has red bumps all over her legs and her skin looks thick in some places.
