What Causes Red Bumps On Arms And Legs?

I have red bumps on my arms and legs...they do not itch and if I pick at one, it looks like it has dry skin on it... No one else in my house has this?? What could this be? I have looked and looked online and have not seen one pic that looks like this...it looks almost like razor burn, but it doesn't burn or itch
