What Causes Red Bumps On Eyelids Despite The Surgery For Blepharitis?

Hello! I have blepharitis and had 4 surgeries removing lumps from my upper eyelids. Finally they have gone away and now I keep getting red bumps on my waterline area. Is this the same thing? What can I do to help. Hot compresses don t do much. I have been to numerous doctors and they don t seem to help. Thank you
