What Causes Red Bumps On Glans Penis ?

I found few red bumps on my penis glan and went to the doctor . Treated with candiderma + and some tabs that I don t remember. After tow three days of medication it got ok.but it reoccurs there after and used to treat with that cream.after almost 9 months I decided to visit to skin specialist. She treated me for bacterial infection but it didn t go away then she referred me to another doc. He said I am infected with herpes and it has no cure and gave me medication for almost a month but nothing happened. Then I went to another doc and showed him all the medication papers and he also treated me for hsv2 for a week. When nothing worked I did all the required test like hiv hsv1&2 vdrl and urine culture.all r negative. Pls suggest what to do and where to go..
