What Causes Red Bumps On Penis?

have protected sex with sex worker (oral & virginal sex single episode). But after 3.5 to 4 week I have small red bumps on my penis head. I tested 3rd generation rapid elisa test at 38 days & 80 days for hiv comes negative for both hiv 1 & hiv 2. 1) Can I retest at 3 months marks? 2) red bumps on penis is related with herpes or any other? 3)I also have small finger cut (not deep, not bleeding & reddish white skin form on it) on corner of my finger which is used for fingering her vagina (not deep, just in for 3 to 4 sec.) can I get hiv through that act?
