What Causes Red Bumps On The Chest?

my daughter has red bumps on her chest they are raised a little. I have not been giving her allergy medication cause she has had the flu this past week, but do you think it could be an allergic reaction. we just got a cat not even a month ago and before she got the flu she was sneezing and her eyes were watery and had stuff coming out?
