What Causes Red Bumps With Bruising Under The Eye?

I have IBS and an ulcer. recently have pain under left rib cage down to hip. Some pelvic bone pain and stomach on fire. i get cold easily. I have these little white bumps on my ankles, no itch. But a few on fingers. Woke up with these red bumps with bruising under eye. What is going on?
