What Causes Red Circles Embedded With White Spots On Arms?

I have a number of white dots surrounded by a red circle mostly on my arms a few on my chest and tummy. They resemble pimples but larger I would say but I m sure they are not. They also have a tendency to itch. I m put medicated cream on them which helps and other times alcohol thinking I need to dry them out and that also seems to work some. I m a male, 66 years old and in pretty darn good health if that s an issue.
