What Causes Red, Circular Patches On Neck?

Some months ago my wife noticed a red circular patch on the back of my neck, it is still here but larger 3cm but paler. Two days ago I noticed another circular patch on the front of my neck, but thought it was a shaving error. It is still there and is approx 1.5 cm in diameter, do you know what it is and how I can treat it?
