What Causes Red Color Of Skin Under Foreskin?

hello sir,
i wanted to ask is it necessary to retract penis foreskin daily and clean it with water...also when i retract foreskin the skin under it tickles and last layer of my skin under foreskin is somewhat red in colour..it it normal..?????
please answer...
