What Causes Red Colored Blisters On The Leg?

My daughter has two large bites on her leg, they are both raised, red, hard, have little blisters appearing on them and the strangest thing is they appear to be pulsating when we look up close at them. Any ideas what this could be from and if this is something we should be alarmed about?
