What Causes Red Discolorations Around Crotch Area?

I am a male, 17 years old, and i notice that I have small, very light red discolorations around my crotch area and possibly now on my one thigh. They do not itch or affect me in any way other than being strange to look at. Occasionally, such as when I shave my pubic hair, I notice that there is a small amount of white, dead skin coming from these spots. Please help me to figure out what this is and what I can do to treat it
