What Causes Red Dots All Over Body In Place Of Hair Follicles?

i have red dots on thighs arms chest where ever there are hair follicles or everywhere hair grows but it doesnt itch nor do they become irritated with the some ive had all my life i know hereditary and it kind looks keratosis but not as pimpely what is this
