What Causes Red Dots And Itching On The Leg?

Today I had an itch on my leg (on my thigh right before my knee) but it was more itchy than a normal itch (if that makes sense). so i looked at the area and saw red dots (not bumps). I'm thinking it's a skin irritation and nothing more. I've never had a reaction to anything before so I'm just wondering what you think.
