What Causes Red Dots Below The Surface Of Penis?

good morning,
I have had some red dots that have appeared on the head of my penis just below the surface they are not superficial. They showed up a couple of months ago I went to see a doctor about it. He told me not to worry to put some hydrocortisone cream on it and not to have intercourse for a 2 weeks. I did exactly as directed. but once I had my next erection the problem came back and it seems to be getting worse. There are no blister no smell no pain no itchyness nothing more than red dots with 1 to 3 mm in size. What could this possible be and which kind of specialist should I go to for a second opinion?
