What Causes Red Dots On Arms?

I have small red dots on my ARM that appeared 20 minutes ago and do no protruded the skin and are not itchy. I was bit by a horse fly but I am not allergic. I was swimming in my lake and when I got out I noticed them. I took a shower and used my acne wash but it didn't work at all.
