What Causes Red Dots On Hand?

hello, i have a red dot on the back of my hand. it has been there for a while now, but i started paying attention to it a few weeks ago. It has been getting bigger. it is flat and underneath the skin. sometimes it has a light white ring around it. that same hand has been hurting and this morning it was a little puffy and swollen. now i am noticing other very small red dots on my fingers and also around my collar bone. Is this something to worry about?
