What Causes Red Dots On Shin?

On my shin about a half inch from the bone, I ve had these red dots. They re always there and seem to be the hair follicles. I just recently started running and noticed that underneath I have this lump. I ve read a few things and can t seem to find a solution. I have a dr appointment Monday but would like some peace of mind.
