What Causes Red Dots On The Head Of Penis?

Hi, I am suffering from this problem since 2008. I frequently get small small red dots whole around the prepuce area on my penis. This causes tremendous itching and embarrassment. I also feel pain when i have erection, followed by swelling as well. My nerves on penis, they swell more than a normal one during erection. Taking treatments with doctors in India who suggest Flucanozole as a tablet once a week for 3 weeks and anti allergic tablet named Atarax to be taken once a day at night after dinner. Also asked to apply Mometasone Furate tuve on penis 2 times a day. But this is not getting cured and the problem has gone worse. I feel buring irritation after i wash this cream, the next day and itching too. What is this disease and what is the permanent resolution to this problem. I am very afraid. Kindly help!
