What Causes Red Dots Under And Around Eye?

My son has been dx'ed with Ludwig's Angina for over 3 weeks at least. He has been to the ER and treated with 2 bags of IV antibiotics (he was on oral) and steroids. He is a Police Officer and continues to work throughout this whole ordeal (root canal, tooth pulled, then this - it's been 2-3 months of severe swelling and pain - he got a tiny bit better after the last ER trip - but he is now (5 days later0 very swollen and still in pain. Since this has started he has had red dots the size of pencil erasers under his eyes and around his eyes that continue to get worse.His department just sent him to a training class out of town for 2 & 1/2 days.I am very concerned and also they are blowing us off about the red places on his face - any ideas?
