What Causes Red/dry Spot On The Bottom Of Penile Head?

I have a red, dry spot on the bottom of my penis head. The skin peels off after a while and it grows back. it is shiny. It does not hurt. I have taken fluconazole and terminafine. I have used clotrimazole and betamethasone. None of those medications have helped. My urologist wants to do a biopsy. I am concerned.
