What Causes Red Itchy Rash On The Head Of Penis?

Hi, Lately I have noticed a red rash on the head of my penis. It s not itchy and there is no discharge. The redness comes and goes. Sometimes it s brighter than others. About an hour later when I examine it again it s gone. Is there and explanation on what it is and why it appears and disappears within an hour?
