What Causes Red, Itchy Rashes All Over Body?

What keeps biting me at night? It itches, and some bites are red. I have this rash looking part on my arm and i have some on my stomach, i did have some on my neck and i have some on my legs. I think it is bed bugs but i dont see how thats possible where i live. I clean like crazy. and its not fleas.
