What Causes Red Itchy Spots On The Feet?

i have small red itchy spots on my feet im thinking it may be flea bites or bed bug bites or maybe it could be something else but i dont want to go to the doctors and waster their time. my boyfriend has 2 cats and i was wondering if it could be fleas but he hasnt got anything on him please could you suggest or diagnose what they could be from?
