What Causes Red Lump On The Penile Tip And Shaft?

My son has a red lump on the tip of his penis and it is also on his shaft and there s little re bumps all around his pelvic region. Im not sure if this has anything to do with it but since this has started, his cheeks have gotten really red and rosy and stay that way.
