What Causes Red Lump With Ring Around It Under Breast?

Does a bug bite always itch? Or can it just hurt like a bruise? I have a very sudden lump that is very red, warm and has a lighter ring around the outside. Located just under my breast where my underwire might be when wearing a bra. Or could it be something worse...IBC?
