What Causes Red Rash All Over Body?

My 3 year old daughter has developed a red rash all over her upper body, stomach,back, hands, and small areas on face. They do not appear to bother her as she is not scratching them but in some areas it is starting to raise in red areas... No fever and she is acting normal..
