What Causes Red Rash On Hand Under The Skin?

I have a weird red rash on the back of my hand, they kinda look like broken blood vessel very tiny.. they are also on the inside of my arm, not many but i do see some.. when i apply pressure nothing happens.. they seem to be under skin and they dont itch! please help..
