What Causes Red Rashes All Over Face And Under Eyes?

I am a 24 yr old male, i have broken out in an angry red rash over my face and eyes. The rash it is very sore around the eyes, the rash looks like it has lots of very minuscule pimples. i do have a reoccurring rash there now and then but it is usually just reddened and flat. i Haven't washed with any soap.
do you have any idea what this is? Thanks
