What Causes Red Rashes And Pimples On The Upper Arm?

hello doc i have problem with my arms which is getting worse day by day espicially upper part of my arm. i got red rashes and small pimples its not itchy and my skin looks very dull and blackish now which annoying to me so can you please suggest me what should i do??
