What Causes Red Rashes And White Globules On Feet?

I have a red sort of rash on the outside of my left foot and white globules that look unsightly although i have no pain. I dont know how long i have had these. I was badly bitten by mosquitoes two years ago in turkey and it come up red and there were quite alot of bites.
