What Causes Red Rashes Around The Eyes Along With Itching?

I ve been experiencing a rash of red dots around the eyes, upper lids and below and on the corners. My eyes are itchy and sting. The dots can be a bit sore and usually under my eyes are puffy. I use no cream or makeup on the upper eye area and hypoallergenic mascara. What is this?
