What Causes Red Rashes Behind Ears,chest And Back In Children?

My friends three year old daughter has had a rash behind her ears since yesterday and it has now spread to her chest and back. No other symptoms. The rash appears like little red raised pinpoint bumps. The doctors office is closed. She should take her to urgent care?
