What Causes Red Rashes On Face And Chest Spreading To Back And Legs?

I have had a red rash on my face and chest for 4 1/2 months. I have been to an allergist, internal medicine doctor. Still waiting the results. I don't understand what is taking so long to get a result. My joints and muscle ache. Im always tired and weak, my rash has extended to my back and legs. If I move I hurt and if I lay down, im stiff when I get up. my blood pressure is like a roller coaster and Im type 2 diabetic. can you please tell me what I may have. I have abnormal blood works. white cells low, red cells extremely high. liver ensyms high.
