What Causes Red Spots Along With Flaky Skin On The Head Of Penis?

I have some red shiny spots on the head of my penis - they dry out then flake but never go away. I know it is not any type of Sexually transmitted problem - only been with my wife for over 30 years. I am 55 years old in otherwise very good heath. No pain or discomfort. I do have mild rosaccea.
